German Institute Taipei Director General Karsten Tietz Attends Launch Ceremony

National Taipei University of Technology (Taipei Tech) and Germany’s TUD Dresden University of Technology (TUD) held a ceremony on August 26, 2026 to launch their collaboration under the Semiconductor Talent Incubation Program Taiwan (STIPT). Karsten Tietz, director general of the German Institute Taipei, attended in person and, on behalf of TUD, presented the cooperation agreement signed by both universities. Also present to witness the launch were Josef Goldberger, head of the Saxon Science Liaison Office Taiwan, and Julian Goldmann, head of the Science and Technology Division at the German Institute Taipei.

The partnership marks Taipei Tech’s formal participation in STIPT. The four-year partnership, beginning in 2026, is supported by Germany’s federal government and the government of the Free State of Saxony. German universities participating in STIPT will select outstanding master’s students to travel to Taiwan, where they will take specialized semiconductor courses and Mandarin Chinese classes at Taipei Tech before receiving hands-on professional training at Taiwan Semiconductor Manufacturing Company (TSMC). The program connects German engineering education with Taipei Tech’s specialized coursework and practical industry training.
Tietz: STIPT Exemplifies Successful Taiwan–Germany Cooperation in Talent Development

Karsten Tietz, director general of the German Institute Taipei, described STIPT as a successful example of Taiwan–Germany cooperation. The program has grown steadily from a partnership between Dresden and Taiwan, with additional resources from Germany’s federal government supporting its expansion. He noted that Taiwan and Germany have continued to deepen their partnership in scientific research, education, and talent exchange in recent years. Giving students opportunities to study and connect across borders further strengthens the foundation for long-term cooperation. “Trust and support across borders are our greatest driving force as we move forward together,” he said.

Taipei Tech President Yi-Jun Jen noted that both Germany and Taiwan have well-established semiconductor industry clusters. The partnership will provide students with a comprehensive learning experience that connects classroom theory with industry practice, further strengthening Taipei Tech’s role as an international hub for semiconductor talent development.
With deep roots in technical and vocational education, Taipei Tech places “technology leadership and talent development” at the core of its mission. The university established its Semiconductor Technology Program in 1998 and, more recently, launched the Innovation Frontier Institute of Research for Science and Technology (iFIRST) and the Master Program in Semiconductor Technology. It continues to develop diverse educational pathways to meet industry needs. Beyond semiconductors, Taipei Tech has also built research and practical capabilities in artificial intelligence, smart manufacturing, system thermal management, autonomous driving, and other engineering and technology fields, demonstrating its strengths in engineering education and industry–academia collaboration as a leader in technical and vocational education.
President Jen emphasized that Taipei Tech will build on its STIPT partnership to expand cooperation with leading German universities, including TUD. Through deeper faculty and student exchanges and joint research, the university aims to establish lasting, multifaceted partnerships and develop more highly skilled professionals with both global perspectives and practical industry expertise.
