Student Norms of Conduct and Regulations of Rewards and Punishments

[The current English version of NTUT Code of Student Conduct: Regulations, Sanctions and Rewards governs the conduct of students in all behavioral matters. Any questions regarding students' behavioral rewards and sanctions should be directed to the Office of Student Affairs. Should there be any discrepancies in the current English version and its original Chinese version of NTUT Code of Student Conduct, the processes for disciplinary sanctions for violations and reward granting will be determined in accordance with the Chinese NTUT Code of Student Conduct.]

Chapter 1 General Principles

  • Article1.
    These Regulations are enacted according to Article 32 of the University Law
  • Article2.
    Purpose:
    • To encourage students’ good performance, and to cultivate students’ attitude toward caring, serving people and self discipline.
    • To counsel students on psychosomatic well development, inspire individual potential and healthy personality.
    • To help students form a good habit and obey the law.
    • To improve the quality of education and upgrade the development of quality school culture.

Chapter 2 Norms of Conduct and Regulations of Rewards and Punishments

Part 1 Norms of Student Conduct:

  • Article3.
    Follow the teachers’ guidance to jointly facilitate the school development.
  • Article4.
    Follow the school motto; protect school’s reputation and respect teachers and seniors.
  • Article5.
    Follow the school motto; protect school’s reputation and respect teachers and seniors.
  • Article6.
    Assembly and forming of association are only permitted with school authorization.
  • Article7.
    Under no circumstances will students’ strike be allowed.
  • Article8.
    No violation of the fundamental moralities of life
  • Article9.
    Public properties should be protected without soiling, cutting or breaking, moving, and damage.
  • Article10.
    No drinking, gambling and staying in improper entertainment places.
  • Article11.
    No violation of laws and damages to schools’ reputation on and off campus.
  • Article12.
    No posting or distribution of advertising products, advertisement, comics, or writing are allowed without the authorization of the Office of Student Affairs.
  • Article13.
    Follow the directions of leaders and take heed of guidance and safety when going out.
  • Article14.
    No shift of responsibility and negligence after being assigned a job by school.
  • Article15.
    Any lost and found items on campus should be taken to the College Life Guidance Section of the Office of Student Affairs.
  • Article16.
    Any misconduct of staff members should be properly reported.
  • Article17.
    Any misconduct of staff members should be properly reported.

Part 2 Evaluation of Students’ Conduct and Rewards and Punishments

  • Article18.
    The base point of students’ grades of conduct at school is 82 and 95 points would be the highest score. Over 95 points will be rewarded by their own college.
    The grading system of students’ conduct:
    • A: 90 to 95 points.
    • B: 80 to 89.points.
    • C: 70 to 79 points.
    • D: 60 to 69 points.
    • Failed: Below 60 points.
  • Article19.
    The grades of students’ conduct are given in accordance with the following regulations:
    • The base points of students’ grades of conduct at school is 82, which will be added or deducted by the class teacher, military instructor and bonus-penalty points.
      After calculation, the total points will be the final points for students’ conduct equation. Base points ± class teacher’s points ± military instructor’s points ±bonus-penalty points = Total points of student conduct
    • Judging by the students’ behavior, learning attitude, life habit, manners, students’ points of conduct will be added or deducted by the class teacher and military instructor with the proportion:
      Class teachers’ points take 60% and 6 points would be the maximum of addition or deduction. Military instructors’ points take 40% and 4 points would be the maximum of addition or deduction.
    • Chairpersons do not judge students’ conduct but bonus-penalty points can be added to or deducted with students outstanding or impropriate performances.
  • Article20.
    The grades of students’ conduct of prolonged graduation students will be evaluated by the chairperson and military instructor.
  • Article21.
    The bonus/penalty points will be added or deducted from the students’ conduct grade by the Office of Student Affairs at the end of each semester. The points shall be added or deleted in accordance with the following regulations:
    • Rewards: Add 1 point for each commendation, 2.5 points for each merit, and 7.5 points for each great merit.
    • Punishments: Deduct 1 point for each warning, 2.5 points for each demerit, and 7.5 points for each great demerit.
    • Absence: Personal leave deduct 0.1 point for each section (hour), sick leave deduct 0.1 point for every 2 sections (hours), and official leave, wedding, and funeral leave deduct 0 point and examination and registration leave will be determined by the reason for taking leave.
    • Truancy: deduct 1 point for each hour and deduct 0.2 point for lateness and leaving early.
    • Any similarities will be determined by the conference of Student Affairs
    • No absence recorded for the whole semester would add 3 points to the conduct grade.
  • Article22.
    Rewards of student conducts are divided into four kinds:
    • commendation (+ 1 point)
    • merit (+ 2.5 points)
    • great merit (+ 7.5 points)
    • Rewarded with a certificate
  • Article23.
    Rewards:
    • Students who are under any following circumstances could receive commendations or more:
      • Serving enthusiastically and working hard.
      • Being well-behaved enough to be others’ role model.
      • Having other excellent deeds.
    • Students who are under any following circumstances could receive merits or more:
      • Serving enthusiastically with concrete efforts.
      • Dealing with special occasions appropriately
      • Returning the lost property.
      • Participating in the activities in campus or off-campus with excellent performance.
      • Having other excellent deeds.
    • Students who are under any following circumstances could receive great merits or more:
      • Taking care of students, or concern the interests of school with concrete efforts and consequently enhancing the fine reputation of NTUT.
      • Behaving courageously and bravely in particular occasions and receiving excellent efforts.
      • Having other excellent performances and being well-behaved enough to be the model for all the students.
      • Having other excellent deeds.
    • Students who are under any following circumstances could receive certificates as rewards:
      • Getting grade B in conduct, academic, and gymnastic for each semester, and well-behaved.
      • Representing the school to participation extracurricular activity and obtains the honor.
      • Receiving two great merits or more or in one semester.
      • Leadership in clubs, with a whole year’s honorable deeds.
      • Being the top three of the conducts’ grades (students who had ever got punishment records will be eliminate from the list).
    • Leaders in each school unit (clubs, offices, etc.) will be given rewards according to their daily conducts by each one’s supervisor.
  • Article24.
    Student conduct punishment and warning are divided into seven categories:
    • warning (- 1 point)
    • demerit (- 2.5 points)
    • great demerit (- 7.5 points)
    • Regular suspensions.
    • Regular probations.
    • Expel from school.
    • Cancel student status.
  • Article25.
    Giving disciplines:
    • For those students who are under any following circumstances could receive warnings or more:
      • Impolite toward others and impropriate behaviors.
      • Disturbing the order in public.
      • Absent on important assemblies for no reason: e.g. school week ceremony, semester opening ceremony, graduation ceremony, athletic meeting, school anniversary, newcomers’ counseling, and other significant celebrations which students are required to attend.
      • After being requested, students who still do not turn off their cell phones in class or in gathering ceremony.
      • Violate the norms of campus network usage standards less seriously.
      • Having other similar misconducts with those mentioned above.
    • For those students who are under any following circumstances could receive demerits or more:
      • Being a repeated offender under any circumstances mentioned above.
      • Behaving and speaking violently.
      • Smoking in public where are not allowed to.
      • Defacing University property.
      • Unduly disrupting the order in groups and behaving improperly.
      • Going to the places with improper entertainments.
      • Non-resident in the dormitory stopping over or taking rests without consent.
      • Throwing parties without asking for permission.
      • Picking up the lost property without returning the owners.
      • Gather crowds, spreading the handbills, or posting announcements without permission.
      • Violate the norms of campus network usage standards.
      • Encroach upon others’ intellectual property less seriously.
      • Having other similar misconducts with those mentioned above.
    • For those students who are under any following circumstances, they could receive great demerits:
      • Being a repeated offender under any circumstances mentioned above
      • Intentional attacks verbally on faculty members and school personnel
      • Asking someone to attend a class on your behalf and vice versa
      • Assaulting others or fighting with others
      • Betting and Gambling
      • Scrabbling, or tearing up the official announcements
      • Carrying or hiding dangerous appliances
      • Deceiving and cheating on the professors or teachers
      • Possession of illicit medicine or drugs
      • Violate the norms of campus network usage standards seriously.
      • Encroach upon others’ intellectual property seriously
      • Having other similar misconducts with those mentioned above
    • For those students who are under any following circumstances, they would be suspended from school:
      • Having mental disorder with the certificate made by public hospital
      • Suffering from infectious diseases, which cannot be fully cured temporarily, or which are considered in the need of immediate suspension from school by doctors.
      • Excused and unexcused absences exceeding one third in a semester.
    • For those students who are under any following circumstances, they would receive probations for two main reasons:
      • For those students who are under any following circumstances, get two great demerits and probations:
        • still getting two great demerits or any two demerits with merits equaling demerits in the duration of school career
        • Being a repeated offender under any circumstances mentioned above
        • insulting professors or teachers extremely seriously
        • Gather crowds for assaulting people under criminal degree
        • threatening school’s reputation by misbehaviors off the campus
        • Taking forbidden drugs seriously
        • Having other similar misconducts with those mentioned above
      • Students whose grades of conduct are between 50 points to 59 points and are given a chance to amend with the agreement originated from student affairs council.
        Annotations:
        • Receiving probations because of aforementioned reason 1, students need at least one merit or great merit, plus labor service and a request for approval from student affairs council to apply for a deletion of the probation, but the rest demerits still remain.
        • Receiving probations because of aforementioned reason 2, students only can apply for a deletion of the probation for well- behaved by their chairman, the teacher of their class, or the drillmasters of their department during the probation at least for one year, provide qualified labor service, and make a request for approval from student affairs council.
        • Students who receiving probations, the maximum of their grades of conduct is 60 points.
    • For those students who are under any following circumstances, they would be expelled from school:
      • An accumulation of three great demerits.
      • Having other similar misconducts seriously with article no.5
      • Gather crowds to hold up students’ strike.
      • Being a repeated offender regardless of instructions and disciplines.
      • Stealing
      • Committing a crime with a verdict of guilty
      • Skip the class and accumulate 45 hours without excuse
      • Having the grade of conduct which is below 60
      • Being a repeated offender or skip the class up to 4 hours during the probations.
    • For those students who are under any following circumstances, they would be canceled their students’ status from school:
      • Joining illegal organizations which violate national regulations and benefits.
      • Committing a crime with a verdict of guilty and without respite.
      • Forging, borrowing, altering the personal identification.
        Annotation:
        For those students who do not be announced a verdict, but have committed a crime, will be given punishments according to the regulations which mentioned above.
  • Article26.
    The record of rewards and punishments:
    • 3 commendations are equal to a merit.
    • 3 merits are equal to a great merit.
    • 3 warnings are equal to a demerit.
    • 3 demerits are equal to a great demerit.
    • The later merits can offset the former demerits, but the former merits cannot offset the later demerits.
  • Article27.
    The rewards and punishments will have once or twice checks and ratifies.
  • Article28.
    According to the regulations about rewards and punishments, all of the commendations, merits, warnings or demerits are checked and ratified by the chief of student affairs, and the major merits or demerits are checked and ratified by students rewards and punishments committee, and by the president.
  • Article29.
    According to the regulations about rewards and punishments, all of the commendations, merits, warnings or demerits are checked and ratified by the chief of student affairs, and the major merits or demerits are checked and ratified by students rewards and punishments committee, and by the president.
  • Article30.
    To encourage students to amend, strive for progress with determination, and well-behaved, students whoever have the punishment record can apply for cancel the punishments record according to the “norms of students’ correcting and canceling punishment record” after being inspected the specific truths and have no record of violations during the period time of inspection.
  • Article31.
    Students who received rewarding like merits or more, punishment like demerits or more should informed their parents or guardians in paper by school.

Part 3: Norms of canceling discipline and physical services.

  • Article32.
    Purpose: to give students chances to amend, strive for progress with determination, being well-behaved, and also to cultivate the habits and concepts of working and serving.
  • Article33.
    Students whoever has the records of punishments, can apply for cancel the punishments record after being testified and have no record of violations during the period time of inspection.
  • Article34.
    Regulations:
    • To cancel the demerits, students should have the proposals from teacher, instructor, the chief of college life guidance of the office of students’ affairs and should have the countersign of the related professor (a warning should have one countersign, a demerit should have two and a great demerit should have three.) The committee of students’ affairs takes charge of the consideration.
    • After giving labor service and have excellent performances, students can apply for the demerits deletion when expiration. A warning should be given at least for three months, and a merit or great merit should be given at least a semester long.
    • Students who apply for the demerit deletion should take labor services. A warning will take students two hours a week on Saturday morning and should keep on two weeks.
    • The labor services for demerits deletion should be more than 36 hours. Only if the students have done more than half of the labor services and well-behaved, the rest of their labor services can be annulled.
    • Cleaning the environment of the school is the major job for the labor service. The College Life Guidance Section would assign the location and the area of the labor service.
    • Students who take the labor service should have the tutorial drillmasters of their department to help do the evaluation. And the students fill the form (the enclosure 1) and send it to the College Life Guidance Section.
    • If the students who do the labor service are evaluated as good performance, they can apply for a deletion of the record. Otherwise, they cannot apply for it or need to be prolonged the hours of their labor service. And then they should be evaluated again.
    • The recommender fills the form (the enclosure 2) to apply for a deletion of the record. After some sections subscribe to the application, it would be sent to the College Life Guidance Section for checking the information and instructing. And then the application for the deletion of the record was counseled in the Student Affair Conference.
    • During the counsel, the recommender and the person of countersignature shall attend the conference to report the survey.
      Warning: the approval of the 1/2 attendance
      Demerits: the approval of the 2/3 attendance and receive an reward which is superior to commendation on inspection
      Great demerit: the approval of the 2/3 attendance and receive an reward which is superior to merit on inspection
    • The punishment record of the irregularities for the graduation class of every year in the second semester is unfit for the standards.
    • After the counsel of the application for a deletion of the record, the students commit the irregularities and receive a penalty. They cannot apply for a deletion of the record again.
    • If there are repeat offenders, they can suggest for the deletion of the last record.
    • If the offenders commit the major irregularities which cause damage to the community or the individual severely (e.g. affronting teachers, committing the irregularities on exams, ganging to assault, theft, gambling, drug taking, illegal drug taking or harming public security severely), they cannot apply for the deletion of the record.
  • Article35.
    Students can only apply for the deletion of the record; however, the grades of conduct is added or deducted as usual.
  • Article36.
    After the counsel of the students’ application for a deletion of the record, the Office of Student Affairs collects the information of the students, submits it to the president to instruct, and then proclaims it. Also, the office will notify the students’ parents and state, “the adoption of the application for the deletion in the Student Affairs Conference of × semester in ×× academic year” in the punishment record.   • Article37.
    Annotations:
    • When the students receive a warning or more and apply for the deletion of the record, they shall do the labor services. Every student who receives one warning shall do the labor service on Saturday morning (2 hours each) of two weeks (totally 4 hours). Cleaning the environment of the school is the major job for the labor service. The College Life Guidance Section in the Office of Student Affairs will assign someone to check.
    • The tutors recommend the class cadres (or the drillmasters join the tutors)
    • The Extracurricular Activity Section recommends the club cadres together.
    • The Office of physical Education recommends which students have good performances in physical activities off the campus.
    • The undertaker in every section requests the chief of every section to recommend the cadres (students) who do services in every section except for the students who commit the irregularities on exams. They are recommended by the Office of Academic Affairs.
    • The recommendation of every rank of cadre is given to the College Life Guidance Section in Office of Student Affairs before the 16th week of every semester. The special condition (committing irregularities on exams, the daily behavior) can be recommended at any time for the prescription of the reward and the punishment.

Chapter 3 Bylaw

  • Article38.
    If these regulations are unfit for the affairs, the similar regulations are adopted.
  • Article39.
    After these regulations are passed upon resolution of “Rewards and Punishment of Students Committee” and “Administrative Council”, they are carried out. The same shall apply when the regulations are amended.
