German Institute Taipei Director General Karsten Tietz Attends Launch Ceremony

National Taipei University of Technology (Taipei Tech) and Dresden University of Technology (TUD) held a ceremony on August 26 to launch their collaboration under the Semiconductor Talent Incubation Program Taiwan (STIPT). Karsten Tietz, Director General of the German Institute Taipei, attended the ceremony and on behalf of TUD, formally handed over the signed cooperation agreement. Dr. Josef Goldberger, Head of the Saxon Science Liaison Office Taiwan, and Julian Goldmann, Head of the Science and Technology Division at the German Institute Taipei, also attended the ceremony as witnesses .

The collaboration marks Taipei Tech's formal participation in STIPT. Beginning in 2026, the four-year initiative will be supported by German federal government and the Free State of Saxony. German universities participating in STIPT - including TUD and other leading universities in engineering and technology - will select outstanding master's students to come to Taipei Tech to undertake specialized semiconductor coursework and Mandarin Chinese language training before proceeding to Taiwan Semiconductor Manufacturing Company Limited (TSMC) for professional practical training.

Tietz: STIPT a Successful Model for Taiwan-Germany Talent Cooperation

Tietz said STIPT grew out of cooperation between Dresden and Taiwan and has since expanded with additional resources from German federal government, making it a successful example of Taiwan-Germany cooperation. He noted that partnerships between Taiwan and Germany have deepened in recent years across science and research, education, and talent exchange. Cross-border learning and exchange, he said, can further strengthen the foundation for long-term collaboration. “Trust and support across borders are the greatest driving force behind our efforts to move forward together,” Tietz said.

Taipei Tech President Yi-Jun Jen said both Germany and Taiwan have well-established semiconductor industry clusters. The collaboration brings together German engineering education, specialized coursework at Taipei Tech, and practical training at TSMC, allowing students to progress from classroom theory to industry practice through a comprehensive learning experience. It will also strengthen Taipei Tech's role as an international hub for semiconductor talent development.

Taipei Tech has long played a leading role in Taiwan's technical and vocational education, with technological leadership and talent development at the core of its mission. The University established its Semiconductor Technology Program as early as 1998. In recent years, it has also launched the Innovation Frontier Institute of Research for Science and Technology (iFIRST) and the Semiconductor Technology Master's Degree Program, while continuing to develop diverse approaches to talent development in response to industry needs. Beyond semiconductors, Taipei Tech has built strong research and hands-on capabilities in artificial intelligence, smart manufacturing, thermal management, autonomous driving, and other engineering and technology fields, underscoring the University's leadership in technical and vocational education and university-industry collaboration.

President Jen emphasized that Taipei Tech will build on STIPT to expand its cooperation with leading German universities, including TUD. The University will deepen faculty and student exchanges and joint research, gradually develop longer-term and more diverse partnerships, and cultivate more highly skilled professionals with both an international outlook and practical industry experience.
